Social Enterprise Futures

The Smith Institute is an independent think tank which has been set up to undertake
research and education in issues that flow from the changing relationship between social
values and economic imperatives. In recent years the institute has centred its work on the
policy implications arising from the interactions of equality, enterprise and equity.


Despite a genuine recognition of their strong record in delivering services, the take-up
of the social enterprise model across local and national government is patchy and fails
to reflect the enthusiasm with which it is discussed. The essays in this collection bring
the experiences of social entrepreneurs together with those of experts from local and
regional government, business and the charitable sectors to examine how the barriers to more widespread use of social enterprise could be surmounted.

The Quirk Review

Organisations and social entrepreneurs from Northern Ireland and the Border Counties intersted in the ongoing debate around community management and ownership of public assets will be interested to learn of a new report which provides a detailed critique on the barriers, challenges and potential to be realised through the community management of public assets in England.

The Quirk Review (led by Barry Quirk, Lewisham Council's Chief Executive Officer) is an independent review, which looked at Community Management and Ownership of Assets. The review considers how community organisations can realise tremendous potential by taking on the management and ownership of community assets.

The Review looks at the barriers which may be standing in the way of more communities managing and owning assets and recommends ways we can create an environment to encourage more community management and ownership of assets.

The Case for Better Community & Voluntary Sector Governance in Ireland

The topic of governance in voluntary and community organisations is one of the primary criteria for successful development and growth. Good Governance arrangements demonstrate organisational accountability, both to funders and other stakeholders, and best practice in compliance with relevant government regulation. In addition, many organizations recognise the contribution that an effective Board makes to organisational performance.

The Wheel and Boardmatch promoted a series of briefings and training sessions in 2006 on governance for people working in the sector. As well as offering guidance to participants in complying with legal requirements and achieving best practice in governance, the seminars generated some wide-ranging discussions about non-profit governance in Ireland today.

The Wheel and Boardmatch have gathered the content of the seminars together in the form of a very useful report that captures both the learning and the outstanding issues reported by practitioners on the ground.

Aimed at large and small organisations across the whole non-profit sector, the report will also be of interest to,

  • funders of community and voluntary organisations (public and private),

  • resource-organisations working to strengthen the infrastructure for the sector,

  • policy-makers and regulators, and

  • students of governance in Ireland

Social Capital & County Identity in Ireland

In Ireland, the county has traditionally been an important badge of identity and, despite the enormous social changes being experienced over the past decade or so, still has currency as a legitimate identification point. ... social capital involves networks and relationships which are based on trust, shared norms and values.

The authors contend, 'voluntary organisations, which are resource dependent organisations reliant on both their internal and external constituencies for their survival and sustainability. As such, the need to build relationships is key to attracting resources. In other words, voluntary organisations need to generate social capital and build strong relationships within their immediate environments to secure financial and human resources. (and) suggest that county identity is one means of generating social capital and we explore in this paper the way in which voluntary organisations use county identity to speak to their audiences in order to attract resources.

DETI Social Economy Survey

Findings from the Department for Enterprise Trade and Investment Social Economy Branch survey of Social Economy Enterprises in Northern Ireland.

The main objective of DETI’s first piece of research into SEEs in NI was to help increase understanding and thereby raise awareness of SEEs in Northern Ireland.

The main aim was to collect information on the size of a known group of SEEs in NI (including date of establishment, employment, volunteers, turnover, profit and sources of income). The research was not expected to provide a definitive measure of employment
or turnover for the sector but rather to provide baseline data on a sub-group of SEEs, which would increase understanding of the profile of this type of enterprise and enable future monitoring of change.

A further aim was to seek the consent of these SEEs to include their contact details and information about their products or services on a publicly available database.
